Google.org's technology project to help save lives in the event of natural disasters or public health threats is set to launch Thursday.

The project, called Innovative Support to Emergencies, Diseases and Disaster (InSTEDD), is a nonprofit organization that ambitiously aims to help communities around the world use Web and communications technology to identify and warn others of outbreaks like Avian flu or disasters like Hurricane Katrina. That technology, which will include social software Twitter and Facebook, will be used to coordinate rescue responses and help save lives, according to Eric Rasmussen, president and CEO of InSTEDD.

"We're not talking about pulling the red phone out of the bottom drawer here," said Rasmussen, a former adviser to U.S. Office of the Secretary of Defense, referring to Twitter and Facebook. "We're talking about using ubiquitous, free software that is repurposed when necessary to fit into a humanitarian need."

Google, through its charitable foundation Google.org, has invested $5 million in the project. InSTEDD has also received $1 million from the Rockefeller Foundation, and another six-figure amount from a foundation associated with venture capitalist and Google investor John Doerr, according to Rasmussen.

InSTEDD is the brainchild of Google.org's executive director, epidemiologist Dr. Larry Brilliant, who conceived of it nearly two years ago when he won the TED prize, a grant-making wish foundation that helps raise funds for humanitarian projects.

At the time, Brilliant said: "My dream for InSTEDD (a name that plays off the TED conference) is to fulfill the much-needed role of an independent agent bringing the technological, medical, and organizational skills necessary to help the humanitarian aid community accomplish (early detection of public health threats and disasters), and ultimately help them to make the world a safer place."

With the help of Google.org, the project turned into a nonprofit organization in May 2007. But it officially started in October when Rasmussen came on board and began hiring people and reaching out to the aid community. Now with nine employees, InSTEDD will launch its Web site on Thursday with early versions of open-source software that can be downloaded and tested.

One such application will be the so-called Twitter bot framework, which bridges the Web service and phones with a location-detection feature that can link to a layer in Google Earth, Rasmussen said. That way, for example, Rasmussen could send a message about a patient with untreated symptoms in Laos via SMS on his phone, which might only have one signal bar of service. That message could then be broadcast to anyone subscribed to his messages, including aid workers at UNICEF or InSTEDD's headquarters in Palo Alto, Calif., which could show his location and note on a Google Earth map.

"We can send an SMS message onto Google Earth in an emergency center, and it sees a dot with a color-coded response, with my name and date. Right underneath that, there's a button that says reply, and (aid workers can send a note that says) we have the resources you need 2 miles north...Suddenly there's a two-way conversation using nothing but a cell phone with one bar," he said, adding: "We've done this."

The application will also let people query for friends nearby via SMS, he said.

At its launch Thursday, the InSTEDD Web site will also feature blogs and a directory of aid workers, where professionals can register and regularly update their locations. That way, people can easily locate others in the event of a disaster.

Rasmussen said that the nonprofit is working with nations to develop the software among people who will use it in the field. One such project involves five countries in Southeast Asia. "We will eventually put the software out for release, free and open source," he said.

One other application it's working on is a modification of Facebook that would allow aid workers to see where all their nearby contacts are, as well as reach out to all their "friends of friends" in the humanitarian community in the case of a crisis.

"We've learned that going one layer in social networking is reliable (for finding helpful resources), but two layers isn't," Rasmussen said.

He added: "Social networking in the humanitarian space, that's something you're going to see."

I slowly descended until I was on celestial terra firma. “Yes, Sir.”

Suddenly His voice was calm. “Michael, who have I consistently said are my chosen people?”

“Jews?”

“No, I mean lately.”

I’m sure this was in one of the endless number of bulletins He sends out. Then I remembered. “Ahhh…faggots?” And why does an entity that can direct your thoughts really need all that copy paper?

His eyes grew huge. “WE DO NOT CALL THEM FAGGOTS!” The shock wave almost knocked me over and all over the world flocks of birds took flight.

“Okay, okay, don’t hurt me, I’m really really sorry!! Ah ah ah…we call em ah “homosexual gentlemen who have just left the room?” He just glared at me. “Don’t get mad! That’s what Tennessee Williams called em and he oughta know! C’mon, gimme a break here! Why does it matter?”

He ignored my question. “And who, Michael, are closer to angels than any other humans?” Why does he keep asking these questions and why can’t they be multiple choice?

He smiled at me and then just to be a smart ass and prove that he can read minds said,
“a. Republicans b. Orthodontists c. Gay people.”

I honestly couldn’t help it, I rolled my eyes. “Okay, I’ll pick C. Gay people.” Because, c’mon, Republicans? Okay it coulda been Orthodontists but then I figured, why bother.

“And, Michael, of the one thousand, five hundred and three people that died when you sank that cruise ship, just how many do you suppose were gay?”

Oh…I guess there is that. “Ahhh I dunno, lots I guess, huh?”

“ALL OF THEM, MICHAEL!!!”

My voice was quavering. “I didn’t know it was such a big deal! Honest! I mean we do it all the time! The Captain of that boat mocked me!! Mocked!! And you wouldn’t believe what he said about you! I mean I would never have done it if it was just about me because, well, who am I but honestly when he started talking about you I just knew what had to be done! Please don’t hurt me!”

SHUT UP, MICHAEL!

Suddenly despite Him telling me to shut up I was talking so fast that I could barely understand myself. “Okay…I’m really really sorry. Maybe if the angel handbook was rewritten so that some of these things were clearer cause there’s like a million things to remember and every thing is sooo ambiguous! I’d be happy to volunteer for the job of doing that and you wouldn’t even have to pay me or anything.”

He placed his hand on my shoulder and it felt like the weight of the Atlas Mountains. “No, Michael. But since you’ve shown such a lack of understanding of gay people I think that it’s time that you spent some time among them. I’m thinking a millennium.”

“A thousand years? You gotta be kidding!” I probably shouldn’t have said that.

“No, Michael, you shouldn’t have said that! Wanna shoot for two thousand?” He drew Himself up and then seemed to relax. “Besides, Michael, they need your help. It hasn’t been an easy time for them.”

“But, God, I’ve only got white! White!!”

For the first time he smiled. “I think that you’ll be able to get some help with that…where you’re going.”

“But God, I can’t go into the gay community, I don’t have genitals! I’d stand out like a sore thumb!”

He smiled and shook his head. “See Keith in Equipment. He’ll fix you up. Besides, you’re gonna need more than just genitals.”

That size queen? “Oh…okay.” More than genitals?

“Dude, ya need a butt hole! That’s every bit as important as a dick! Especially where you’re goin.” Keith is the only angel I ever saw who dressed in Levi’s and a flannel shirt. And I never could figure out how he got away with it.

“Keith, I don’t need a butt hole. That’s disgusting! Angels don’t take…dumps! Yuck!”

Keith grabbed a piece of paper off of his desk. “Dude, I got it in black and white. “All functioning human parts. That sooo includes a butt hole!”

I looked up towards the ceiling. “Is He kidding? I wouldn’t even know how to take a dump. Although I’ve seen enough humans do it. Doesn’t look like that big of a deal although it is disgusting.”

Keith leaned against his desk and grinned. “The first time’ll totally freak ya out. Angels don’t really have anything even remotely like it. Just stay calm when it happens and don’t forget to breathe. You’ll get used to it.” Breathe? Breathing for angels is optional, well, normally.

He opened a drawer and signaled me to take a look. “These are just models of genitals. The real thing’ll be the real thing. See anything you like?” They all did seem curiously appealing.

I picked up a big floppy penis. “This one looks good. Sure is big!”

Keith made a face and shook his head. “The Donovan, big, but ya gotta have one that works good too, Bro.”

He picked one up. “This is the Stryker. A good reliable model.”

“Wow! Nice shape and huge.”

He grinned. “Man you’re goin where big is best. I really envy you.” He shook his head slowly. “I went into the gay community once. You’re in for a gooood time. Specially with this equipment.”

“Look at the work order again, Keith. Is he letting me keep my powers?”

Keith studied the paper. “Wings become “Condition Specific” and restraint is urged with everything else.”

“What does that actually mean?”

He grinned. “Means you better have a good reason for everything you do. Typical bureaucratic bullshit. Means they’re gonna nail your ass if you piss em off.”

I sighed heavily. “Everything I do pisses Him off.”

Keith said, “Hey, you always were a favorite of His but He’s not the only one you gotta worry about. You got department heads up the yingyang that’d give anything to nail an angel. If you need help lemme know. I got a lotta friends around here.” He shook his head. “I’ve seen some crap…I couldn’t tell ya.”

“Well I dunno who I’m even supposed to be yet! They haven’t told me jack!”

Keith looked at the work order. “Michael Connelly, says so right here.” But Keith was shaking his head like there was a problem.

I said, “What is it?

“Man, they’re sending you to fucking Milwaukee!”

“Milwaukee? Where is it?”

Keith laughed. “The middle of fuckin nowhere…Wisfuckinconsin. Man somebody hates you!”

“Wisconsin…that’s in the United States, right?”

Keith laughed. “Not everybody’d agree but yeah, it is.”

“Well what’s so terrible about that?”

“How many gay guys can there be in Milwaukee? It’s gotta be all bricklayers and shit. Man, I went to San Francisco. That was fuckin awesome!”

“Yeah but Keith I’m not necessarily looking for sex stuff. I mean what do I know about sex? I think I’d probably just ignore that part of it. I’d probably concentrate on the interior decorating, teaching, maybe even be a dentist, stuff like that.”

Keith laughed evilly. “For a thousand years? Mikey you get them Stryker’s genitals installed and you’re gonna be howling at the moon.” I thought he was crazy. I mean who’d wanna do that shit with all those disgusting fluids? Yuck!

Keith put his feet up on his desk and lit a cigarette. “So when’s the Transformation?”

I shivered. “Tonight, nine o’clock. I gotta tell ya, I’m nervous. I never did anything like this before. It’s always been messenger work and even once in awhile, Avenging, but never this. It’s a little scary.”

“Be cool Mikey. Remember you still got most of your powers. Nobody down there can touch ya. But Mikey…don’t fall in love…..believe me….it sucks.”

I will never get used to these genitals! How do humans stand these things? And it’d be way bad enough if they were just hanging there but this damn penis thing keeps getting hard and then it doubles in size! It’s fucking huge! This insane underwear keeps pushing it against my left leg and every time I move they rub together and it takes like almost no stimulation for it to get hard again. It’s a good thing I had that indoctrination or I would just taken this thing out like a dozen times and slapped it against a wall. But there is this strangely comforting feeling that I get when it does start to get hard. Really like nothing I’ve ever felt before and I can see how a person might enjoy it.

And Holy Shit! Peeing! When I first materialized in the Airport Terminal I had this odd sensation in my lower abdomen…again, thanks only to training, I recognized it for what it was but it took fucking forever to find a men’s room and I had to run through the terminal with my fist clamped around the end of my dick. I ran up to the urinal, ripped my dick outta my pants and then pounded on the wall with my fist yelling, “FUCK! FUCK! FUCK!” until the urine finally began to stream into that porcelain thingy. I yelled, “How do they stand it?!!!” It wasn’t till I was almost done that I really noticed the guy at the next urinal staring at me and shaking his head like he thought I had done something terribly wrong.

When the guy finally pushed his dick into his pants and started to walk away he said, “Dude, better watch where you’re stickin that thing.” What the hell was that about?

The other thing that I wonder about is why they really insisted that I arrive in Milwaukee at the airport. It’s not like I flew in, at least not on a plane.

There was a cab driver standing in front of me with the door to his cab open. “Cab, Sir?”

“Ahh, sure.” I slid into the back of the cab.

“Any luggage?”

“Nope, it’s already at the apartment.”

“Apartment?” I shouldn’t have said that. I gotta learn.

I laughed to cover my screw up and then stammered, “Been a long trip. It’ll be good to get back to my apartment.” I wonder what my apartment is like. Celeste rented it for me by phone. She said it was perfect. It’s gonna seem odd actually living somewhere. I mean strictly speaking, angels just kinda hang out, although I used to love taking naps on the top of the Chrsyler building. You can get a hell of a tan there. Well, you know, if you were actually able to tan. I can’t really tan but then I’ve pretty much got this Italian look happening. Although I guess the truth of the matter is that it’d have to be a pre-Italian look in as much as the country of Italy didn’t exist at the time of my creation.

My creation, gee time flies. It seems like only yesterday that I was created. It all came about because the original Michael and his pal Loki had a bet going about who was the fastest angel. So, finally, to settle it they decided to race and they were shooting around the world in opposite directions at the equator and each time they passed each other they’d yell insults. Then one time they were so busy concentrating on yelling trash that they weren’t looking where they were going and they crashed into each other. God made me from the energy given off by the crash. I kinda think of those guys as my uncles or some shit.

We got on a freeway and pretty soon we driving over a really high bridge next to the lake and there seemed to be ships docked right next to bridge and a little bit under it. Then as we left the bridge there was this weird building that almost looked like a space ship or something with huge spread wings, maybe like an angel building. It was really pretty. Then off to our right was the lake and lots of beaches with people walking and laughing and talking even though it was late at night. I wanted to ask the cab driver if it was always like this but I knew that he’d figured that I should already know the answer to that question so I just kept my mouth shut.

Finally when the beaches stopped we turned inland and started up a hill. Suddenly we were in a neighborhood of large old single family homes. A couple of minutes later the cab driver pulled over and said, “Here you are, Sir, 2063.

I took a deep breath and looked up at the building. It looked like a regular two story house that was probably built in the early part of the twentieth century and there were lights on on both the first and second floors. On the first floor there was a big picture window and I could kinda see what looked like a really comfortable living room. Somewhere in the room a lamp was casting a warm glow and despite that fact that I didn’t understand why someone would already be in my apartment, I felt drawn to the front door.

I went downstairs with Jimmy and Chase so that I could have a normal dinner with people and actually sitting at a table. My mom and Karen were treating me like they did before it happened and Connor was kinda sullenly ignoring me. But I’ll take that over yelling and shit.

I really miss Connor. That must sound weird cause of all the shit he’s dumpin on me but it’s true. He’s a little strange but mostly it’s been a good strange, at least from my point of view. I mean he’s somebody that everybody’s always saying, “Well, that’s just Connor,” or “Well, you know how he is.” It’s like Connor’s gonna live his life with an asterisk next to his name. Like see below for the things you gotta take into consideration when dealing with Connor.

He is kinda hard work but every once in a while he’ll do something that so totally nice that it’ll like floor ya and you’ll think that maybe you never really did understand him.

And for another thing he’s probably the best looking person in the family although when he’s being mean that’s like a kinda sick joke. It’s like you can’t believe that shit came outta somebody so hot looking. In a way it surprises me that he’s having so much trouble with the whole gay thing. I mean I know sound strange but if I had to pick someone other than myself who might have understood it’d a been Connor. Not that he’s ever said anything pro-gay but unlike most guys I never heard him say anything bad about gay guys. But then Connor’s like that, he’s always a surprise.

Connor was also the one who understood a lotta the things that nobody else seemed to, like when I couldn’t throw out a dead plant because I thought it’d feel bad. He was the one who sided with me and made me not feel quite so stupid. Or like when our dog Ralph died and Connor came into my room that night and told me that he knew how much I liked to talk to Ralph and that I could always come and tell him whatever I woulda told Ralph. It was like he was sayin that he knew I told Ralph secret shit and it’d be okay with him if I wanted to tell him that stuff, that he’d keep my secrets. Shit, I wonder what happened with that? Maybe Chase is right. Maybe Connor is pissed that I didn’t go and tell him all this stuff. Now I wish I had, it couldn’t be worse.

Finally I got tired of watching TV and went slowly up to my room to call my friend Carl. I was pretty sure that I knew how this conversation was gonna go but I knew that if I didn’t call I was always gonna wonder what woulda happened if I had called.

I was lucky that he answered before his mom cause at least I didn’t have go thru the third degree from her. She was kinda a gossip.

“Robbie?” Carl had caller ID.

“Hi, Carl.”

“Holy shit, Man! What happened to you?”

I snorted. “Guess I had a little problem.”

“Little problem? Fucking, Dude! That’s not a little problem!” He was silent for a couple of seconds and then said quietly, “Ah..Rob…did they do what everybody says they did?”

I didn’t want to tell him but I didn’t really see that I had a choice and besides if Carl didn’t understand then who in the hell would. “I dunno what everybody says, Carl but they did………..well, kinda rape me and beat me up.”

“Holy fuck! Did it hurt bad? Shit, Rob….shit! I can’t fuckin imagine………holy fuckin shit!”

“The thing is Carl, that I’m wonderin if….well….is anybody gonna gimme a hard time at school about this?”

“Fuck, Rob, I never thought about that! I guess I can’t imagine that anybody could be mad at you about it.” He was quiet a moment then, “I dunno, ya know how sick people can be. Maybe you’ll hear some jokes and shit.”

This next bit was risky. “Ya think people’ll still talk to me?”

He laughed. “Shit they gotta, Rob! They’re all gonna wanna know what happened.”

I groaned. “Carl, I don’t wanna have to tell anyone what happened.” Then I got a brainstorm that might even be true. “The cops told me that I can’t tell anyone what happened. So that means that you can’t tell anybody either. I know that everybody figures they know but maybe they’ll forget.”

“Rob, if you don’t want me to tell anyone then I won’t but I don’t think that they’re gonna forget, at least not for a long time.”

I sighed. I was so fucked. “I know, Carl. But just please don’t tell anyone, okay? Man I dunno how I’m gonna live thru the next four years.”

Carl didn’t say anything for awhile and then said quietly, “Maybe it won’t be as bad as ya think.” And I realized that I had really messed up, that I shoulda just kept my mouth shut about the whole thing. I shoulda gone home after they raped me and pretended that nothing happened. Like that guy said, never complain and never explain.

I felt so lost. I hadn’t really thought all that much about school, hadn’t really wanted to think about school. It’s weird cause I know that in the back of my head I knew that this is what was gonna happen but somehow my brain was able to hold off on dealing with that for quite a while. Kinda like without even talking to me about it it made this decision to not let me deal with something that it knew I couldn’t handle. But that meant that it figured that I could handle it now. I really hoped it was right but I just couldn’t see it.

I lay down on the bed and pulled my pillows over my head. They were soft and fluffy and the pillowcase was white and cool. I breathed deeply. I couldn’t think of a way out, well except one but I wasn’t gonna go there.

I don’t know how long I was laying there just like veggin out but the next thing I knew somebody was shaking my foot. I pulled a pillow off my face and Chase was kneeling next to the bed looking at me. There was just the suggestion of a smile on his face.

When he spoke his voice was almost a whisper but still deep like Chase’s voice is, “Waz up, Robbie?”

I really hate it that I’m the whiny, needy little fucking kid who can’t seem to get his shit together and who always needs someone else to bail his ass outta trouble. I tried to keep my voice steady and not let on how fucked up I felt.

“Just thinking about what’s gonna happen at school on Monday.”

Chase started to get up and said, “Shove over.”

I scooted to the side and Chase got in bed with me, his left side pushed up against my right. He felt really warm, almost hot. I could feel the hard rounded shape of his muscles thru his shirt.

He reached over and picked up my hand in his and just held it down by our legs. He didn’t say anything for awhile but then like he had given it a lotta thought he said, “There’ll be some shit for sure. I don’t think though that you’ll get too much crap from guys in your own class, the freshman. If you pick up any shit it’ll be from dudes in Jeff’s an my class, the Juniors. Jimmy an me’ll put out the fires that we know about….but I dunno what’ll get past us. It’d be a huge help if Connor got his head outta his ass.”

I laughed at that and it felt so good to do that. It also felt so good to be laying here with Chase holding my hand and being on my side. It’s really the shits when you can count everybody who’s on your side on one hand.

I stared up at the ceiling and said, “Chase, how’m I gonna get thru four years of this?”

“Robbie, the hardest part is gonna be this year but news gets to be old fast. You’re gonna make it thru this year because your brother’s are gonna help you and by next year nobody’s gonna care about this shit cause there’ll be new shit to get stirred up about. I’m not tryin to tell you that it’ll be easy caused it won’t but it’ll be something that you can do.”

I turned my head to look at him, there was something that I had to know, something that was haunting me. “Chase…..how come….how come you went from being mad at me to liking me again?”

Chase rolled slowly over onto his side facing me. He laid his right hand on my chest lightly and he took a while to answer. When he finally spoke it was very slowly.

“I…I was never mad at you, Robbie. I was confused though. When we came home from school that day and found you all beat up,” He sighed heavily, “when I saw you…all bloody…it’s like my brain exploded.” He started rubbing my chest. “But it was this weird moment cause just as that was registering you started to go…well, you started to get upset. I couldn’t get my head around it but Jimmy explained that what we did to that Ryan kid…that you were getting that mixed up in your head, thinking that’s what happened to you. Then later that night at the hospital, I wanted so bad to see you, to explain, but by then you were scared of all of us.

Chase was shaking his head slowly and smiling. “Dad ripped us a new asshole. Oh fuck, did he tear into us.” He groaned deep in his throat. “We had to apology to the kid. God I felt like an asshole. The kid was so scared and I was so fucking ashamed. I kept thinking about him going home that night….maybe trying to explain to his mom what happened. I wanted to crawl into a hole and die. But then I started to get pissed. Like I didn’t really feel like I had done anything, not really done anything. But here everybody was still pissed at me…at us. But as pissed as I was it was nothing to what Connor was….he was fucking insane. Finally he told me that he was certain that you were gay…well, he didn’t use that word but you can imagine.

Chase buried his face in my neck and shook his head. “This is weirdly embarrassing. Connor has always had this ability to get me to go along with him. I really don’t understand why because I know what a dick he can be….but anyway, he can. He totally comes in under my radar and before I know what the fuck’s happening he’s got me doin this bizarre shit.”

“So anyway, he knows that I’m confused and pissed and really trying to find some excuse to justify the crap we did. I know, I know, that’s totally lame but it was how I felt. And here comes Connor with this gay shit and how this was probably all your fault and cause you were gay you probably brought this all on yourself.” He was shaking his head again. “Don’t even say it, Robbie. I get it now. But at the time it sounded like it somehow bailed us out and before I knew what was happening Connor is giving his little speech to Dad.”

“Fuck, I wish I had a video of that! But anyway even before Dad springs the joke on Connor I realized how fucked up what we were doing was and then when Dad sprung it I thought, “Why the fuck did you listen to him?” “So Connor storms out and he tries to drag me with him but I just couldn’t. Dad is goin on about how the most important thing is that we’re all a family and how you really need us now and Jimmy is sittin there looking like he’s expecting me to do the stupid thing. It just hit me how right Dad was.” Chase rubbed my stomach. “I realized too that there was no fucking way that you’d be to blame for those guys doin that shit. I also realized that I didn’t give a flyin fuck if you were gay or not. I mean how did it affect me? Like not at all, that’s how.”

“Robbie, I wish there was some fucking way that I could make myself look like I was something other than a total asshole but there isn’t. This wasn’t not the coolest week of my life but I get it now and I fucking swear that from now on I’ll never not be on your side about this.”

PORTLAND, Oregon (AP) -- A pair of climbers missing in treacherous weather on Mount Hood used a cell phone Tuesday to report that they had spent the night in a snow cave and were on their way down the mountain.

Climbers were expected off of Mount Hood on Monday, said Oregon authorities.

The men, described as experienced climbers, had been due off the mountain Monday afternoon.

One of the men called his girlfriend Tuesday to let her know they had dug into the snow for shelter when conditions became so bad they could not continue.

They were near the tree line on the 11,239-foot mountain, said Detective Jim Strovink of the Clackamas County Sheriff's Office. He said 18 rescuers were on their way to meet the climbers.

Earlier, search teams had been waiting for a break in the stormy weather before heading up the mountain. The temperature at Timberline Lodge, the resort where the climbers had left their car, was around 10 degrees Tuesday morning and snow was blowing sideways.

The resort, on the mountain's south slope, is at an elevation of about 6,000 feet on the 11,239-foot mountain.

Searchers included representatives of Portland Mountain Rescue, Mountain Wave, the Clackamas County Sheriff's Office, American Medical Response and the Portland-based 304th U.S. Air Force Rescue Squadron.

More than 35 climbers have died on Mount Hood in the past 25 years.

Searchers included representatives of Portland Mountain Rescue, Mountain Wave, the Clackamas County Sheriff's Office, American Medical Response and the Portland-based 304th U.S. Air Force Rescue Squadron.

The area was first inhabited around 377 AD (the late Neolithic Period), island natives lived in a settlement then known as Himologan[2] (now known as Huluga), eight kilometers from present day Cagayan de Oro. The natives were polytheistic animist and paid tributes to Sultan Muhammad Dipatuan Kudarat, the Sultan of Maguindanao. In 1622, two Spanish Augustinian Recollect missionaries came in contact with the natives of Himologan and in 1626, Fray Agustin de San Pedro persuaded the chief of Himologan, Datu Salangsang, to transfer his settlement down river, to the present day Gaston Park. Fray Agustin later fortified the new settlement against warriors who were sent by Sultan Kudarat.

On February 27, 1872, the Spanish Governor General Carlos Maria de la Torre issued a decree declaring Cagayan the permanent capital of Segundo Distrito de Misamis. During this era, the name of the town was known as Cagayan de Misamis. On January 10, 1899, Cagayan de Misamis joined the Philippine government of Emilio Aguinaldo and celebrated its independence from Spain. It was the second time the Aguinaldo government was declared and the new Philippine flag raised on the Mindanao island. By virtue of the 1898 Treaty of Paris, Spain ceded the Philippines to the United States; this caused friction and resulted in the Philippine-American War. In March 31, 1900, the Americans occupied Cagayan de Misamis and on April 7, 1900, battle erupted in the town center led by General Nicolas Capistrano[3] and Filipino resistance fighters. The Americans won the war, and about forty years later, gave the Philippines its independence on July 4, 1946.[4] When World War II erupted on May 1, 1942, Japanese forces invaded Cagayan de Misamis, destroying most of the town. Entered to the Filipino and United States forces in Cagayan De Misamis was liberated from Japanese occupation forces was defeated on May 10, 1945.

Through the efforts of Congressman Emmanuel Pelaez, the town of Cagayan de Misamis became a city on June 15, 1950 and its name changed to Cagayan de Oro. Congressman Pelaez appended "de Oro" to "Cagayan" in recognition of the gold mining activities in the area known to Spanish explorers.

Geography

Cagayan de Oro is located along the central coast of Northern Mindanao. To the south, the city is bordered by the Bukidnon Province. The Municipality of Opol, Misamis Oriental borders the city on the west and Tagoloan, Misamis Oriental to the east. To the north lies Macajalar Bay facing the Bohol Sea. Its total land area is 488.86 km² representing 13.9% of the entire Misamis Oriental Province. It includes 25 kilometers of coastline and a fine deep water harbor, Macajalar Bay. 44.7% of the surface of Cagayan de Oro is classified as agricultural land, and 38.4% is classified as open spaces.

Climate

Cagayan de Oro has a tropical climate. The average temperature whole year round is 28 °C (82 °F). The highest recorded temperature in the city was 36 °C (97 °F) on May 1998. Cagayan de Oro receives an even amount of rain through out the year. The driest month is April, while July is the wettest. Wet season in the city starts in June and ends in November. Drier season starts in December and ends in May. Cagayan de Oro is rarely visited by a typhoon since it is outside the Pacific typhoon belt.

Education

Cagayan de Oro has 3 major universities namely: Capitol University, Liceo de Cagayan University, and Xavier University-Ateneo de Cagayan. These universities specialize in various disciplines such as medicine, nursing, commerce, engineering, law, masteral and doctorate degrees. While AMA Computer University and Philippine Womens University are campus branches offering fewer courses.

Health Care

The city has a hospital bed to population ratio of 1:474 as of 2003. There are 12 major well-equipped private and government-run hospitals including 50 Barangay Health Centers and 20 Family Planning Centers. There are also modern diagnostic centers and laboratories operating in the city.[5]

Northern Mindanao Medical Center (Provincial Hospital) and JR Borja Memorial Medical Hospital (City Hospital) are the two main government run hospitals in the city. The new Capitol University Medical City Hospital is one of the newer developments of the health services in city. In the recent years, private hospitals in the city have embarked on an aggressive expansion program. There has been a strong demand for medical facilities not only within the city but from nearby Mindanao provinces.

Transportation

Lumbia Airport caters to domestic flights to and from Manila and Cebu. From Manila, it is an hour and fifteen minutes away by plane and from Cebu it is forty-five minutes away. There is ongoing construction on the Laguindingan International Airport. When finished, the international airport will serve Northern Mindanao including its major cities; Iligan and Cagayan de Oro.

The Macabalan seaport serves regular trips to Manila, Cebu, Tagbilaran, Bacolod, Dumaguete, Iloilo, Iligan, Jagna and Nasipit/Butuan. It is the busiest seaport in the region.

Cagayan de Oro Seaport is a modern international seaport situated near the estuary of Cagayan de Oro River, it has an anchorage depth of 18 meters and is around 400 meters from the shoreline. Cagayan de Oro Seaport has two authorized cargo handling operators.[9] With the recent completion of the 250 Million Peso Rehabilitation Project, the Cagayan de Oro seaport is now the largest international and domestic seaport in Mindanao.[10] General Milling and Del Monte Philippines also operates their own port facilities within Cagayan de Oro. The US $85 Million Mindanao Container Terminal located in Tagoloan, 17 kilometers from Cagayan de Oro serves the PHIVIDEC Industrial Estate.

There are three bus and jeepney terminals in the city which offer regular land trips. The Agora Bus Terminal caters trips to and from Balingoan (port going to Camiguin), Gingoog, Davao, Butuan and Surigao in the Caraga Region, Valencia and Malaybalay in Bukidnon. While the Bulua-Westbound Bus Terminal caters trips to and from Iligan, Ozamiz, and western parts of Mindanao.

Cagayan de Oro City has been administered by elected and appointed officials since June 15, 1950. The city political government is composed of the Mayor, Vice-Mayor, sixteen City Councilors and one Sangguniang Kabataan Federation representative.

Barangays and Congressional districts

The city is politically subdivided into eighty barangays (bä-räng-gīs) and two Congressional districts. Cagayan de Oro was divided into two Congressional Districts with Cagayan de Oro river as its natural boundary in February 22, 2007. Each district elects eight City Councilors and one Congressional Representative. The first Congressional District is composed of twenty-five Barangays while the 2nd Congressional District is composed of fifty-five Barangays; forty of these barangays are located within the municipality.

Military

Camp Edilberto Evangelista, located in Barangay Patag of Cagayan de Oro, is the largest military camp in Mindanao with an area of 129 hectares. It is home to the 4th Infantry Division of the Philippine Army. Camp Evangelista's external jurisdiction covers the Northern Mindanao and Caraga region. Minor military camps are also located in Barangay Lumbia and upper Puerto.

* Gaston Park and Saint Augustine Metropolitan Cathedral Gaston Park is located in front of the San Agustin Metropolitan Cathedral. The park, noted for its water fountain, is a favorite place to unwind for many locals, especially during sundays. Saint Augustine Metropolitan Cathedral is the home of the Archdiocese of Cagayan de Oro. Every 28th of August, Cagayan de Oro celebrates the feast of Saint Augustine, now known as the Kagay-an (kä-gī-än) Festival. It is highlighted by the Miss Kagay-an Tourism beauty pagent, Sakay-Sakay sa Lambago fluvial parade, street dancing in native costumes and the Golden Float parade.[8]

* Mapawa Nature Park is ideal for horseback riding, biking, zipline and nature trekking.

* Gardens of Malasag Eco-Tourism Village is located in a reforested area in Malasag Hill. This 7 hectare village has replicas of tribal houses in the region and a panoramic view of Macajalar Bay. The tourism village is owned and managed by the Philippine Tourism Authority.[15]

* Vicente de Lara Park is situated in front of the Provincial Capitol of Misamis Oriental with age-old mahogany trees that provide a therapeutic canopy for the promenades. The park is a popular jogging area during the morning.

* Plaza Divisoria was built in 1901 as a town divider and fire breaker after a large fire burned most of the town. It is now a park dedicated to national heroes like President Ramon Magsaysay, Andres Bonifacio, Dr. Jose Rizal, as well as other local Philippine heroes.[8]

* Bonifacio Park is among several parks located in Plaza Divisoria. Most of the local soldiers who died during the Philippine-American War of 1900 are buried beneath the monument.

* Kagay-an Resort, formerly known as Lawndale Spring Resort, in the Taguanao Area, is usually packed with families and groups on weekends lounging in the cold springs.

* The Pueblo de Oro Golf Course in upper Carmen is an 18-hole golf course designed by Robert Trent Jones II.

Museums and historical places

* La Castilla Museum is a museum of Philippine household heirlooms and antiques. This is the Rodolfo and Elsa Pelaez family memorabilia administered by the Liceo de Cagayan University.

* Museo de Oro is a museum located within the campus of Xavier University. The museum exhibits artifacts dug from Huluga Cave and repertoire of Bukidnon and Maranao Cultures that have survived the ravages of time.[8]

* Huluga is an archaeological site in sitio Taguanao, barangay Indahag. It is composed of an open site and two caves where skeletal remains of a child and woman were found. A fragment of the woman's skull was dated 377 AD by the Scripps Institution of Oceanography in La Jolla, California. The open site is the venue of prehistoric settlement.

* Macahambus Cave and Gorge is an underground cave with a 130 foot (40 m) circular gorge. The ravine is thick with various species of plants and huge trees. It is the site of the historic battle between local and American soldiers during the Philippine-American War (1900).[16]

Cagayan de Oro City is the shopping capital of the Northern Mindanao region. Residents from nearby provinces visit the city to shop and enjoy the mall facilities. Due to the national government's aggressive tourism campaign, local and foreign tourist arrivals in the city is on the rise. In 2004, the city registered a tourist arrival of 307,820; an increase from a previous of 232,257 in 2003.
